Containers or packaging materials for transporting highly pathogenic microorganisms, bacteria (viruses) or samples must meet the Class A packaging standards specified in the ICAO "Technical Instructions for the Safe Transport of Dangerous Goods by Air" (Doc9284 Packing Instructions PI602), and meet the requirements of being waterproof, damage-proof, leak-proof, resistant to high (low) temperatures, and resistant to high pressures, and must be printed with biological hazard labels, signs, transport registration forms, warning terms, and prompt terms specified by the health or veterinary authorities of the State Council.

Category A packaging
Packing system
- Waterproof primary container.
- Waterproof secondary packaging.
- Except for solid infectious substances, sufficient absorbent materials such as cotton and paper towels should be placed between the primary container and the secondary packaging to absorb all the contents.
- A rigid outer packaging with sufficient strength for its capacity, weight and intended use. 5 A detailed list of contents, sealed between the outer packaging and the secondary packaging.
Second packaging requirements
- The outer packaging must be marked with UN2814 (category A infectious substances that can infect humans) or UN2900 (category A infectious substances that only infect animals).
- The area near the diamond mark on the outer packaging must indicate the special transport name "Infectious Substances affecting humans" or "Infectious Substances, affecting animals".
- The minimum external dimension of the outer packaging shall not be less than 100mm.
- The name, address and telephone number of the contact person shall be indicated on the outer packaging. 5 The primary container or auxiliary container must be able to withstand an internal pressure difference of not less than 95kPa and a temperature range of -40℃ to 55℃ without leakage.
Category B packaging
Packaging system
- Primary container
- Secondary packaging
- Strong outer packaging
Packaging requirements
- The outer packaging must be affixed with the UN3373 mark, and the background color of the mark should be significantly different to ensure clear visibility and easy identification.
- The area adjacent to the diamond mark on the outer packaging must indicate the special transport name "Biological substance, Category B". 3 The minimum external dimension of the outer packaging must not be less than 100mm.
- The name, address and telephone number of the contact person should be indicated on the outer packaging. 6 The primary container or auxiliary container must be able to withstand an internal pressure difference of not less than 95kPa and a temperature range of -40℃ to 55℃ without leakage.

Adherence to standardized packaging and shipping protocols minimizes the risks associated with pathogenic microorganisms. Continuous training, rigorous compliance checks, and collaboration between shippers, carriers, and regulatory agencies are essential to maintaining global biosecurity. By prioritizing these measures, laboratories and logistics providers help safeguard public health and environmental integrity.
